Central Iowa Energy Update June 2, 2006

Greetings from Central Iowa Energy.

Work at the job site continues to progress rapidly. We had a little over 80 workers on site this week. I have not yet received the breakdown from Todd & Sargent exactly how many workers each company had this week.

Work done at the site this week includes:

• Cranes set the stairs and final pre-cast sheets on the south side of the pre-cast utility building
  
• Continued paneling the maintenance building
  
• A tremendous amount of trenching of electrical conduit and wiring, which was then covered with concrete
  
• Back-fill in load-out area
  
• Continued forming and pouring footings and walls for pre-treat building
  
• Placed floor drains in process building floor and graded floor to get it ready for concrete
  
• Built forms for walls on foundation for water tower
  
• Built, drilled, set and poured foundations for piers that will support the piping rack that goes from the tank farm to the load-out area
  
• Built forms for the walls surrounding the hydrochloric acid containment area
  
• More equipment and supplies arrive daily
  
• Electricians are continuing to run electrical conduit and wiring throughout the site
  
• Alliant Energy ran ½ mile of above ground electrical wire and began setting equipment
